Entitlements for Private Development

Peach Avenue Subdivision – Fresno, CA

Our team successfully managed the entitlement process for a 44-lot single-family residential build-to-rent subdivision in the City of Fresno. The 3.68-acre private subdivision included applications for annexation to annex approximately 10-acres of property, pre-zone to zone the property consistent with the City of Fresno General Plan land use designation, tentative tract map to subdivide the property into 44 single family lots, and a planned development permit to modify City of Fresno development standards for the Project. The Project provided a higher density single-family development at approximately 11.96 dwelling units per acre and includes 88 on-street parking stalls, a gated entry with call-box access, and a pocket park.

With this project, PCE managed the CEQA process on behalf of our client, scheduled and attended neighborhood meetings for annexation, addressed neighborhood concerns related to noise by incorporating a sound wall into the project, and represented our client at the City of Fresno Planning Commission and City Council hearings.

Preferred Pump and Equipment – Sacramento, CA

Our team successfully managed the Site Plan and Design Review process for the development of a new warehouse facility in the City of Sacramento. The Project consists of an approximately 40,500 square foot building, which includes a two-story office and a large-scale warehouse. The site design incorporates on-site parking stalls, landscaping surrounding the entire site, and an on-site stormwater basin. Our team coordinated closely with the City of Sacramento to ensure compliance with the City’s zoning ordinance and design guidelines for industrial projects.

With this project, PCE successfully managed and produced the CEQA document on behalf of the City, worked closely with our client and their architect to design the site in a way that best fit the needs of our client while also conforming to the City’s zoning requirements, and represented our client at the City’s Design Review hearing.

Project Complexities

  • Designing the site to maximize outdoor uncovered storage while also complying with the City’s shading and stormwater requirements
  • Coordinating with multiple consultants, including a local arborist, architect, landscape architect, technical subconsultants, and the client and City

Manchester Mall, Fresno California: Adaptive Reuse Residential Development – Planning Consultation and Project Management

PCE assisted the owner/developer and project architect with obtaining land use entitlements for a large, complex mixed-use project at an existing underutilized mall in the City of Fresno. This mixed-use project proposed residential, retail, and office spaces to be developed within the mall’s existing building footprint. The project will provide a total of 517 dwelling units and supporting residential amenities. In addition to PCE preparing the operational statement and related planning review documents, PCE prepared a trip generation analysis, water demand analysis, zoning compliance verification memo and other related documents to justify processing this large-scale project as a ministerial/by-right project. This allowed this large-scale project to be processed without being subject to a cumbersome environmental review process. The project will result in affordable residential units in an infill, amenity and transit-rich area of the City of Fresno.
