Master Planning

Our Planning Division assisted the City of Porterville in the preparation of the South of the Tule River (SoTu) Master Plan and CEQA Environmental Review. The SoTu Master Plan will guide the development of the 447-acre district, as it transitions from a predominantly agricultural and rural residential area to an innovative mixed-use, multi-modal district that is attractive to residents and visitors alike. The Master Plan components include Introduction, Vision, Goals, and Objectives, Land Use, Circulation, Park and Open Space, Infrastructure and Public Utilities, and Administration and Implementation. Our Planning Division conducted the CEQA environmental review for the Master Plan, which included the preparation and certification of a Focused Environmental Impact Report; and also prepared the public hearing documents including the Staff Reports, Resolutions, Ordinances, and related exhibits for Master Plan Adoption.
