Madera to Merced Utility Consultant

- The Madera to Merced (M2M) section of the proposed California Highspeed Rail (HSR) is approximately 21 miles long. The M2M section is further divided into four segments of work for the design and plan development process. PCE is contracted for utility relocation of two of these segments (North and Merced segments). Utility relocation consists of existing water, stormwater, and sewer infrastructure that conflict with the HSR design. In addition to engineering services for existing utility relocation, PCE was also contracted to provide land surveying and topographic services.

Merced to Sacramento Regional Consultant
Client: CAHSRA
- The Merced to Sacramento project section is 110 miles long, running north from Merced Station through Modesto, Stockton, and up to Sacramento. As the Regional Consultant (RC), Precision Civil Engineering (PCE) was responsible for the completion of project-level environmental clearances and preliminary engineering work for the Merced to Sacramento Section. Scope included conducting low-level field investigations, identifying potential impacts, facilitating, and attending public workshops/meetings, coordinating with affected agencies, and gathering public feedback to garner support for a regionally preferred alignment. As part of the Alternative Analysis Refinement Report, PCE evaluated opportunities to coordinate and implement multi-modal benefits that were feasible in future stations in the Merced to Sacramento Section.

NEPA Second Tier Environmental Evaluation for the Proposed Fresno Heavy Maintenance Facility
Client: Fresno Works/Fresno Council of Governments (FCOG)
- PCE aided in the preparation of the Expression of Interest to the CA-HSRA for the planned heavy maintenance facility in the City of Fresno. The proposed 700+ acre site is bound by Highway 99 and the BNSF railroad right-of-way, and Cedar and American Avenues. PCE prepared a preliminary environmental site assessment for the proposed Fresno Heavy Maintenance Facility. Evaluations were completed for hazardous materials, traffic, noise, biological resources, cultural resources, community impacts, and general plan updates

CAHSR Draft EIR/EIS Preparation –
Review & Comments
Client: City of Fresno
- PCE reviewed and provided comments on the California High Speed Rail Draft Environmental Impact Report (EIR) for an alignment segment through the City of Fresno. PCE conducted technical engineering studies that included Corridor Evaluations & Alternative of Downtown segments, Station Location/Alternative Analysis, Transportation & Multi-modal Alternatives, and Traffic Analysis. The deliverable product consisted of the preparation of an environmental document that provided the public and decision-makers with clear and accurate information necessary to make an informed decision on this proposed project and its alternatives.

CA High Speed Rail Construction Package 1
Client: CAHSRA
- Construction Package 1 (CP 1) is the first significant construction package contract executed in the Initial Operating Section of the high speed rail program. The CP1 construction area is a 29-mile stretch between Avenue 17 in Madera County to East American Avenue in Fresno County. It includes 12 grade separations, 2 viaducts, 1 tunnel, and a major river crossing over the San Joaquin River. PCE’s scope included performing engineering oversight and QA/QC review of shop drawings, documents, and RFI submittals. PCE was responsible for assisting in project management, construction management, and project administration related to the initial construction phase of the California High Speed Rail Project. PCE assisted with right-of-way mapping, utility relocation, and roadway reconstruction plans as well as third-party negotiations and management. PCE advised with roadway design, HST Trackway design, and light rail trackway design.

CAHSR Construction Package 2-3
Client: CAHSRA
- Construction Package 2-3 (CP 2-3) represents the continuation of construction on the California high-speed rail system south towards Kern County. CP 2-3 extends more than 60 miles from the terminus of Construction Package 1 at East American Avenue in Fresno to approximately one mile north of the Tulare/Kern County line. CP 2-3 includes approximately 36 grade separations in the counties of Fresno, Tulare, and Kings, including viaducts, underpasses, and overpasses. PCE’s scope included engineering oversight review of shop drawings, documents, and RFI submittals. PCE was responsible for assisting in project management, construction management, and project administration related to the second and third construction phases. PCE reviewed the super elevations for the roadway design and stopping site distances and ensured QA/QC for all vertical clearances for existing bridges. In addition, PCE reviewed all landscaping and esthetics on the pre-designed plans.
