Objective Design Standards and Guidelines

Our Planning Division assisted the City of San Clemente in implementing the City’s Housing Element Rezoning Program. The program focuses on facilitating affordable housing development through zoning ordinance amendments, including modifications to the Housing Overlay District and establishment of objective design standards for multi-family residential development. Our Planning Division managed the project, conducted extensive public outreach through surveys and workshops, and assisted in the rezoning process for identified sites to meet the City’s Regional Housing Needs Assessment Allocation. This involved drafting text amendments, rezoning maps, and objective design standards, along with CEQA environmental review.

Housing Overlay Ordinance 

Our Planning Division assisted the City of Woodlake in the preparation of Design Guidelines for the City’s Downtown Design Overlay Zone. The intention of the Design Guidelines is to represent the community’s architectural and development vision for Downtown, including the community’s desire for quality design. The Design Guidelines apply to new construction and additions or renovations to existing buildings, including commercial, office, and mixed-use buildings, and cover Building Design, Site Design, Sign Design, Streetscape Design, and a Design Review Process.
