How We Serve Kerman

Since 2021, PCE has provided responsive and adaptable support to the City of Kerman’s Community Development Department, ensuring continuity and flexibility throughout changes in City staffing and workload. Bonique Emerson, Vice President of Planning, provides executive oversight, while Jenna Chilingerian, Principal Planner, and Shin Tu, Senior Planner, serve as Project Managers.

Our work began with interim Community Development Director services and quickly expanded to include staff augmentation and technical planning support. Early projects included Local Early Action Planning (LEAP) grant deliverables, such as pre-approved ADU plans, conceptual design programs for multifamily and mixed-use, and processing minor entitlements.

As development activity accelerated in late 2022, PCE managed a growing number of complex residential entitlement projects from initial application review through environmental analysis, public hearing support, and final project approvals. When staffing gaps arose in 2024, we provided reliable in-person coverage and project management, supporting City staff with inquiries, entitlement guidance, and major project oversight.

Currently, we continue to handle advanced entitlements and environmental review and are assisting with the implementation of key General Plan programs, including a dark sky ordinance update, updated ADU plan sets, agricultural mitigation, and new climate action planning.
