How We Serve Coalinga

Since December 2024, PCE has provided on-call planning services to the City of Coalinga, supporting current planning activities, entitlement processing, and customer service. Principal Planner Jenna Chilingerian leads the contract, with support from Senior Planner Luke Risner.

Our team meets bi-weekly with City staff to review active projects, planning priorities, and upcoming tasks. For each assignment, we prepare a detailed task order outlining the scope, schedule, and budget for City approval. Once authorized, projects are tracked through completion using established project management systems to ensure timely delivery and clear communication.

Upon receiving development applications, we conduct completeness reviews, coordinate interdepartmental and agency review, manage comment deadlines, prepare staff reports and hearing materials, and serve as the City’s liaison throughout the entitlement process. We also provide pre-application guidance and work closely with applicants to facilitate timely project approvals and a seamless transition to building permit issuance.

Our collaborative and responsive approach has enabled the City to maintain consistent planning services, provide timely assistance to applicants, and effectively manage development activity despite changing workloads and staffing needs.
