City of Arvin
Contract planning & Environmental Services
How We Serve Arvin
PCE’s partnership with the City of Arvin began in 2022, supporting grant-funded initiatives through LEAP and SB 2 programs. Our team developed a pre-approved ADU program and provided technical planning support for rezones, including zoning ordinance amendments establishing objective design standards and a ministerial approval process for multifamily housing. In 2024, PCE was selected as Arvin’s contract city planner, providing comprehensive day-to-day planning services, with Isaiah Medina serving as the City’s primary staff contact and Bonique Emerson providing executive oversight.
PCE hosts in-person office hours twice weekly at City Hall, offering over-the-counter consultation, application processing, and plan checks. Our responsibilities include preparing staff reports, resolutions, ordinances, conditions of approval, and City Council presentations, as well as maintaining the City’s planning website. We also coordinate with the Building Department, support permit issuance, and implement new initiatives, including a land management system, online solar permitting, cannabis-related projects, and community facilities districts.
Beyond project-level CEQA review, Jenna Chilingerian oversees environmental review of grant-funded projects, including CEQA and NEPA compliance, and recently completed HUD environmental review involving Section 106 and floodplain decision-making under federal requirements. This comprehensive role demonstrates PCE’s ability to serve as a full-service contract planning partner, providing seamless current planning, advanced planning, and environmental services to meet the City’s evolving needs.
