How We Serve Orange Cove

Precision Civil Engineering, Inc. (PCE) served as the contract City Engineer, City Surveyor, and Construction Inspector for the City of Orange Cove, providing comprehensive project management and grant administration services as a trusted extension of City staff. In this role, our firm actively managed approximately 20 Capital Improvement Projects with a total value of nearly $21 million, encompassing a diverse range of infrastructure and community enhancement efforts spanning streets, utilities, drainage, and public facilities. We guided these projects through planning, design, bidding, construction, and closeout, helping the City advance its long-term goals while maintaining and improving critical infrastructure for its residents. Throughout this work, PCE coordinated closely with City management and department staff to ensure that projects were strategically prioritized, properly funded, and successfully delivered on schedule and on budget.

A central component of our work involved administering numerous state and federal grant programs. PCE administered multiple state and federal grant programs; CDBG, CCLGP, AHSC, RMRA, Proposition 68, CMAQ, STBG, EDA, DWR, and HSIP. While also maintaining the documentation, reporting, and coordination required to support compliance, timely reimbursement, and effective use of public funds. Through proactive coordination with Caltrans Local Assistance and other funding and regulatory agencies, PCE helped the City maximize available funding, maintain eligibility, and keep reimbursement and reporting deadlines on track.

In our role as City Engineer and Surveyor, PCE’s assigned services also included technical review of tentative and final maps, creation and review of right-of-way documents and legal descriptions, control survey services, and maintenance of benchmark and horizontal control information. In addition, our firm managed daily divisional operations and prepared detailed staffing and progress reports for City Council, providing the transparent, responsive, and reliable engineering support the City of Orange Cove relied on to plan, fund, and deliver its capital program.
