How We Serve Lindsay

Precision Civil Engineering, Inc. (PCE) currently serves as the contracted City Engineer, City Surveyor, and Construction Inspector for the City of Lindsay, delivering comprehensive project management and grant administration services as a seamless extension of City staff. Our team actively manages a diverse and concurrent portfolio of Capital Improvement Projects spanning transportation, water, sewer, storm drainage, and community improvements, guiding each assignment from initial planning and design through bidding, construction, and closeout. Throughout every phase, PCE keeps projects moving on schedule and on budget, coordinating closely with City leadership so that staff and elected officials always have a clear, current picture of delivery status across the program.

These efforts are reinforced by multiple state and federal grant programs, which PCE administers on the City’s behalf by preparing funding applications, allocation requests, environmental and right-of-way certifications, and ongoing progress and reimbursement reports. We maintain proactive coordination with Caltrans Local Assistance and other funding and regulatory agencies, ensuring that reimbursement and compliance deadlines drive the schedule rather than react to it, a discipline that protects both funding and public trust.

In our role as City Engineer and Surveyor, PCE’s services include technical review of tentative and final maps, preparation and review of right-of-way documents and legal descriptions, provision of control survey and construction staking, and maintenance of benchmark and horizontal control information supporting both public works projects and private development. Our firm also sustains daily divisional operations by responding to development inquiries, reviewing improvement plans and encroachment permits, and preparing staffing, technical, and progress reports for City Council and other decision-making bodies. Together, these services give the City reliable, responsive, on-call engineering support to effectively plan, fund, and deliver its capital program year after year.
