Scope of Work:
PCE prepared preliminary environmental site assessment for the proposed Fresno Heavy Maintenance Facility. Evaluations were completed for hazardous materials, traffic, noise, biological resources, cultural resources, community impacts, and general plan impacts.


NEPA Second Tier Environmental Evaluation for the Proposed Downtown Station

Scope of Work:
PCE prepared Second Tier Environmental evaluation for the Area of Potential Effect (APE) surrounding the proposed downtown station development. Extensive traffic analysis and modeling were completed for base year, 2015, 2020, and 2030 growth years. Both Noise and Air Quality technical studies will be the next step after the completion of the traffic impacts.

HSR EIR Review & Comments

Scope of Work:
PCE reviewed and provided comments on the California High Speed Rail draft Environmental Impact Report (EIR) for an alignment segment through the City of Fresno. The scope of work included a peer review of multiple levels of CEQA/NEPA and multiple special studies including noise, aesthetics, air quality and biological resources. More specifically, PCE conducted technical engineering studies that included Corridor Evaluations & Alternative of Downtown segments, Station Location/Alternative Analysis, Transportation & Multi-modal Alternatives, and Traffic Analysis. The deliverable product consisted of the preparation of an environmental document that provided the public and decision-makers with clear and accurate information necessary to make an informed decision on this proposed project and its alternatives.
