Scope of Work
The Visalia Public Cemetery District initiated the Westside Expansion Project to address immediate burial-capacity needs while advancing the long-term vision established in its 2005 master plan. The project broke ground on July 16, 2026, beginning a significant expansion of the historic cemetery’s available service area.
PCE provided civil design and construction management support for the approximately four-acre expansion, which will create more than 1,500 additional burial spaces and provide the District with an estimated six additional years of capacity. The project responds to limited available land caused by surrounding residential development while supporting the District’s long-range planning for future capacity.
PCE’s work included coordinating the design and construction of a new Rinaldi Street entrance, dedicated entrance and exit roadway, pedestrian pathways, sidewalks, curb and gutter, grading, drainage, irrigation, and landscape-support infrastructure. The new entrance was designed to complement the existing south-side entrance while improving site access, circulation, and traffic flow.
During construction, PCE will coordinate project sequencing, contractor activities, site access, quality control, schedule, and communication with District staff and stakeholders, phasing work to pause and resume around burial services scheduled throughout the week. The team supports timely completion while maintaining the cemetery’s dignified character and providing a safe, accessible, and serene environment for visitors. Following construction, the new area will be mapped and prepared for service, with initial burials anticipated within approximately six months.
