About Us

Ed Dunkel Jr. built PCE on a simple philosophy: treat clients and each other with the same dignity and respect we would want for ourselves. Respect, honor, and integrity are not wall decorations here, they are why the same clients keep coming back, and why the people who do the work stay. A fifth-generation Central California resident, Ed has never treated the Valley as a market. It is home, and the firm’s success belongs partly to it.

Built on a family engineering practice with more than 55 years of history in California, Precision Civil Engineering, Inc. (PCE) began in Fresno in 2002 with Ed Dunkel Jr. started with two employees. Today, PCE has offices in Fresno, Merced, Visalia, and on the Central Coast. What began as a two-person firm has grown into a team of more than 60 professionals working across planning, land surveying, civil engineering, landscape architecture, and construction management. The firm has grown. The reason clients return has not: we do the work, we own the outcome, and we give back to the communities that made our work possible.

From Concept Through Closeout

Planning and entitlements, land surveying, civil engineering, landscape architecture, construction management. Five disciplines, one firm, one team that understands how each part of a project affects the next.

That matters in practice. The planner who carries your project through staff review and a Planning Commission hearing remains on the team when the conditions of approval reach the engineer. The surveyor setting control points is working from the same project file. The landscape architect designs to the same grades, drainage strategy, and site constraints. When the job breaks ground, the construction manager walks the site already knowing the design decisions behind the plans, with direct access to the people who made them. No ramp up, and no relearning the project on your dime.

The same team works for cities and for the developers who build in them, and each side of that work sharpens the other. A crew laying out a subdivision on Monday is designing a street rehabilitation on Tuesday. That has taught us to anticipate conditions of approval before they are written, and to spot the line in a staff report a developer will object to. We put that experience to work on both ends, guiding a developer toward a submittal the city can approve, and giving a city the leverage to ask for what it needs. When a project changes direction, and many of them do, there is one number to call, and a real person who picks up the phone.

Close Enough to Show Up

Central California is where PCE started. Today we work with municipalities and businesses across California, from the valley floor to the coast and border to border, with offices in Fresno, Merced, Visalia, and on the Central Coast.

Each office opened one at a time, to keep our staff close to the communities we were already serving. Proximity shows up in small ways that add up over the life of a project. A site visit happens the week it is requested, not a month later. A project manager attends the council meeting in person rather than dialing in from three hours away. When a contractor opens a trench and finds a condition nobody anticipated, one of our engineers can be standing over it the same day.

The Precision Way

Every project starts with the same question: what does success looks like at the end of it. For a city, that is a program that survives the budget cycle and the grant audit. For a developer, it is entitlements that hold and a schedule that does not slip past the financing. Everything after that, the scope, the schedule, the design, is built to reach it.

Our tools serve the same goal. We were among the first firms in Central California to adopt 3D laser scanning, and Civil 3D has been the backbone of our drafting, design, and GIS work for years. Scope, schedule, budget, and funding are tracked on every active assignment.

The rest is straightforward. A real person answers the phone, we say what we know and what we can find out, and we stand behind our decisions. When something needs attention, you hear about it early and with a recommendation attached.
